Project Vision

Objective:

The objective of LAUNCH is to enable a customer-centric, data-driven, and skills-based ecosystem to serve the needs of residents, employers, providers in exploring, accessing, and navigating opportunities for lifelong learning, economic mobility, and state and local economic development in alignment with the Arkansas Workforce Strategy.

Project Overview:

The project is working toward meeting the above goal through a coordinated set of strategic initiatives under the Arkansas Workforce Strategy, which are also being embedded into other state plans:
The Governor’s Workforce Cabinet serves as the central coordinating and decision-making entity to forge cross-sector partnerships, remove barriers, and facilitate creative problem solving, innovation, and continuous improvement.
Talent Pipeline Management is used to facilitate timely signaling of employer demand for continuous alignment of education and workforce pipelines and improved consumer information.
Credential transparency facilitates interoperability, shared stewardship, and improved human and machine-readable access to critical education and workforce data.
Learning and Employment Records (LERs) facilitate data mobility and empower residents with self-sovereign access to their own data for improved digital experience and the ability to distinguish themselves with verified credentials.
A skills-based learning, employment, and advancement platform (LAUNCH) supports residents, employers, and providers with personalized discovery, connection, and navigation.
An integrated service delivery system provides wraparound supports through a “no wrong door” strategy.
The Jobs and Employment Data Exchange (JEDx) is designed to increase the timeliness and usability of labor market information, enable employment LER issuance, and reduce employer reporting burden.
An underlying workforce data infrastructure leverages longitudinal administrative data, traditional and real time LMI, and other signals to support personalized navigation based on timely, local data.
